The enterprises should focus on the development of the industrial chain, said Qi. “How to develop from the low end to the high end is a common problem faced by both the state-owned and private enterprises. The former have considerable strength and the latter are more flexible. I hope that the state-owned and private enterprises can build a platform for the upgrading of the industrial chain and explore how to achieve common development by integrating their respective advantages,” he added.
